DESCRIPTION:
Track Two Africa Control of Neglected Tropical Diseases is a new five-year project contributing to USAID’s goal of reducing the global prevalence of seven Neglected Tropical Diseases (NTDs) [lymphatic filariasis, onchocerciasis, schistosomiasis, three soil-transmitted helminths, and trachoma] through grants to support rapid expansion of integrated, country-led NTD control programs employing preventive chemotherapy (PCT) and other program components.


The project is implemented by FHI and three core partners-Deloitte Consulting LLP, JSI Research and Training Institute, Inc. (JSI), and Liverpool Associates in Tropical Health (LATH).
JSI is recruiting a Ghana-based Logistics Advisor to be based in FHI’s Ghana project office. The Logistics Advisor will be the principal embodiment of JSI’s role as the project partner responsible for building capacity in drug forecasting, ordering, and other supply chain management functions at the country level for NTD pharmaceuticals and related products. The logistics component of the program provides critical support to the overall project objectives-reduced prevalence of NTDs, increased coverage of NTD interventions, and improved capacity of grantees and MOH/NTD programs in: program management, financial management, M&E, drug forecasting and procurement, and improved data management and use.

RESPONSIBILITIES
Specific responsibilities for the Ghana-based Logistics Advisor include, but are not limited to:

Assess commodity logistics systems of NTD programs and grantees as a member of a country assessment team, and design or propose logistics system revisions to improve availability of commodities and information for decision-making;
Develop and implement performance improvement interventions and tools (e.g., logistics indicators, SOPs, manuals, curricula, job aids) to improve the ability of in-country NTD managers to forecast need, distribute, and account for medicines used in PCT;
Contribute to the development and dissemination of other tools (e.g., assessment methods, technical briefs) to define the project’s supply chain management system and procurement services;
Analyze policy and other barriers to commodity security for NTD programs, and propose strategies to improve product availability through policy change and resource allocation that maintains a customer service orientation;
Assess national and/or program stock positions and logistics system functioning;
Provide technical support for logistics functions such as forecasting, quantification, procurement planning, distribution, quality assurance, warehousing, inventory management, transport, and logistics management information systems;
Identify and develop strategies to overcome supply chain obstacles.

QUALIFICATIONS
1. At least five years successful work experience, with strong preference for prior work in public health logistics or NTD programming.
2. Relevant educational background (e.g., masters degree in public health, supply chain management, business administration, management information systems) or an advanced degree in a related discipline.
3. Experience conducting technical training sessions for professionals that incorporate adult learning theory and performance improvement objectives. Training experience in Africa a plus.
4. Skills and experience in two or more of the following: supply chain system improvement, health services integration, pharmaceutical management, policy analysis, financial analysis, infectious disease control or family planning clinical care, stakeholder coordination, monitoring and evaluation, and health system strengthening.
5. Demonstrably successful technical assistance provider, preferably as a resident advisor or project manager for a USAID-funded technical assistance project.
6. Excellent team player, comfortable with multi-partner, multi-stakeholder environments.
7. Professional proficiency in French (speaking, reading, and writing), and excellent oral and written English language communication skills required. Proficiency in other languages a plus.
