OVERALL RESPONSIBILITIES
The Director of Finance, Grants & Administration oversees the administrative and financial management and accountability requirements of a large Orphans and Vulnerable Children’s (OVC) Umbrella Grants project in Nigeria. The anticipated emphasis of the project is on strengthening community-level services, building capacity, increasing coordination between federal, state, LGA and community levels, and improving quality assurance and monitoring & evaluation.

SPECIFIC RESPONSIBILITIES
S/he assists the Chief of Party with project management, assessing project progress against benchmarks, organizing monthly staff meetings, and supervising project support functions. The Director of Finance, Grants & Administration ensures that the project functions efficiently in all financial and administrative matters, directly supervising administrative staff and providing oversight to all grants management issues. Additionally, s/he collaborates with the Chief of Party and Technical Director in assuring that all technical activities under the project are implemented in a timely and effective manner and in compliance with the terms of the award. The Finance, Grants & Administration Director is knowledgeable of, and adheres to, MSH’s Procurement Integrity standards and procedures in all project management responsibilities.

S/he supervises the project’s Grants Manager to oversee the grants portfolio in accordance with USAID procedures. S/he participates in evaluating grants programs as well as monitors, on an on-going basis, the performance of grantees with respect to the activities, reporting deliverables, and milestones agreed upon in their funding proposal. The estimated period of performance of the award is five (5) years, depending on availability of funds.

QUALIFICATIONS
1. Master’s degree in Business Administration/Management or equivalent relevant experience.
2. Minimum of 8 years experience in finance, grants and administrative management of country-specific programs.
3. Strong understanding of USAID, USG, or PEPFAR grants and agreements policies and regulations.
4. Ability to work independently, take initiative, and to meet deadlines with attention to detail and quality.
5. Demonstrated experience monitoring grantees of HIV and capacity building NGOs is desirable.
6. Excellent interpersonal skills, demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants, including Headquarters staff, upper management and clients.
7. Written and spoken English fluency mandatory.
8. Demonstrated computer skills in word processing, database, presentation, and spreadsheets (Microsoft Office preferred.)
9. Demonstrated experience in accounting software packages, especially QuickBooks.
